Beebe Taps New Top Cop

Col. J.R. Howard of Searcy, a former U.S. marshal and past head of the state Crime Lab, was named Monday as director of the Arkansas State Police.

Gov. Mike Beebe appointed Howard to replace Col. Winford Phillips, who retired last week. The new director was sworn in at state police headquarters Monday by Arkansas State Supreme Court Chief Justice Jim Hannah.
